Active tower construction on the mall site means dust, tracked material and changed drainage across neighbouring properties. Maintenance specs written before it started will not hold.

Common elements are a different service than a lawn

Boards and property managers buy to a specification and a schedule, with insurance and reporting attached. That is a different agreement from a residential cut.

Snow still cannot go on the road

Vaughan's road allowance by-law applies to commercial properties exactly as it does to houses. On a plaza frontage, snow storage has to be designed into the site, not improvised in January.
