Property care in Thornhill
Thornhill is the one place on this corridor where getting the municipality wrong costs real money. Yonge Street is the boundary. West of it you are in Vaughan. East of it you are in Markham. Same community, same postal-sounding name, two different rulebooks.

The housing
Everything from mid-nineteenth-century houses in the historic core along Yonge between Centre and John, through postwar and 1970s stock, to recent infill. Markham-side pockets locals name include Royal Orchard, Grandview, Bayview Glen, German Mills and Thornlea.

Some of the oldest residential canopy in York Region, particularly in the historic core and the Markham-side pockets near Pomona Mills Park and the East Don valley.
Winter here
Two systems on one community. Markham clears driveway windrows only for residents registered in its assistance program, while Vaughan clears them as a general service. Neighbours a block apart get different treatment, and it surprises people every year.

Which side of Yonge decides the rules
Vaughan measures trunk diameter at 1.4 m and permits at 20 cm. Markham measures at 1.37 m, also permits at 20 cm, and applies the by-law regardless of tree health. Markham caps grass at 15 cm, Vaughan at 20 cm. The boulevard rules differ again.
The heritage core is a separate constraint
The historic Thornhill area includes a heritage conservation district. Anything visible from the street on a designated property can carry obligations beyond the ordinary by-laws, which is worth confirming before work rather than after.
Markham's boulevard is the strictest on the corridor
On the Markham side, landscaping or grade change in the boulevard requires a Road Occupancy Permit, and fences, posts, lighting, irrigation heads, rocks and decorative retaining walls are prohibited there without authorisation.
The rules that actually apply

Yonge Street is the municipal boundary. West of Yonge is Vaughan and postal L4J. East of Yonge is Markham and postal L3T. The two cities have different tree measurement heights, different grass limits, different boulevard rules and different winter service. Which side of Yonge you are on is the first question on any Thornhill quote.
A permit is needed to injure or destroy any private tree 20 cm in diameter or more, measured 1.4 m above grade. On a multi-stem tree the three largest stems are added together. The threshold is lower than Toronto's, which catches people who have moved up from the city.
Vaughan Tree Protection By-law 052-2018Grass, weeds and ground cover must be cut once growth passes 20 cm, and the duty covers the adjacent boulevard as well as the property itself.
Vaughan Long Grass and Weeds By-law 125-2022No owner may place snow or ice from their property, or from the boulevard next to it, onto a highway. Owners are also responsible for keeping the adjoining sidewalk clear and treating slippery areas.
Vaughan Road Allowance By-law 126-2024Vaughan plows roads and sidewalks once accumulation reaches a set trigger and clears driveway windrows after the plow passes. Service levels are published each season, so the current year's thresholds are worth checking rather than assuming.
An encroachment on the road allowance is allowed without a permit only if it sits more than 30 cm from a sidewalk and 100 cm from a curb. Anything closer, or anything projecting from private property over public land, needs a permit.

The East Don valley and German Mills Creek run through the Markham side. Valley-adjacent lots sit inside a TRCA regulated area, where regrading, retaining walls, imported soil and patios over 15 square metres all need a permit.
